A search on the internet will reveal plenty of photo book service providers who will provide professional layouts and printing and binding packages. Many offer downloadable templates that make it easy to create individual layouts.
All you need to do is select the images, drag and drop them into place and tag them with the required captions. The integrated design and order workflow of the service provider enables hardcover bound books with customised pictures and text to be produced very cost-effectively.
Depending on the size and number of the pages, how they are printed and how they are bound, you can pay anything between about $10 for a 20-page book of 13 x 18cm prints with a soft cover to around $100 for a 40-sheet A4 book with some text and a leather-look or photo print cover. Larger books are available, with the most popular size being A3 (420 x 297mm), which is priced between $100 and $180, depending on the number of pages and cover weight.
You can probably match (or better) these prices by producing your own photo books at home. However, when you factor in the time taken to design, print and bind your book, outsourcing might be a better option.
